Accessing variables and calculating hours with fractions is easy from within the add-in. But the function you describe has no practical use, in my opinion.
You're aware of the fact that the time wouldn't automatically update on the variable, right? With that said, I don't see what's the advantage of having the program type the time for you vs. having you type it manually. Time will always be a bit off (at least the amount of time it takes to switch from the add-in to the spreadsheet or whatever). That means that every time you wanted to update the variable in order to calculate with updated time, you'd need to open the Utilities add-in, store the time and then go back to what you were doing and use the updated (but already outdated, because seconds will have passed) value.
You can type DMS on Run-Mat (and almost every other place) by typing the hour, then pressing OPTN->F6->F5->F4, then optionally typing the minute, followed by F4 and the second (plus F4 again).
The only thing the feature you describe would do is saving you the hassle of typing numbers. It wouldn't update the variable automatically, so the same way you now need to type the time several times a day, with the feature you'd need to open the add-in several times a day.
I can agree though, Casio could have made current-time operations easier - specially since the RTC is already there, at least on the Prizm and on the fx-9860G.
About the keys issue on the stopwatch you describe, well the two functions are already on different keys because when they are on the same key, it sometimes happens that the key is pressed twice on accident. I don't think it is that hard to move the finger from F2 to F1 (specially since F1 the the leftmost key), or you could have a finger on each key.
I can make single key operation a setting though. I'm also planning on adding functionality for starting all the stopwatches or timers at once and functionality for pausing/resuming them with a single key press (you'd press 1...6 key to pause/resume timers/stopwatches 1...6). This is actually useful for measuring e.g. the time a group of people take to do something (with all starting at the same time), something that's very hard to achieve with the current UI - you need to scroll down and up the menu to start and stop different stopwatches (no way to start/stop multiple ones at once).
