I think it will differ from country to country and will depend on the relative proportions of the population and immigration history. A list of ethnicities recognised by the most recent UK census can be found on Wikipedia.
They're found across the UK (not just London) but you're more likely to find one of these modern ones in place of the traditional red one. That said, I know little of Doctor Who but I thought he was associated with a police box, not a regular phone box - has he had a mid-life crisis and traded up to a sportier red mode of transport?
